The goal of the program is to improve the quality of rental housing for tenants, as well as improve substandard housing stock in the inner city. The program encourages owners of substandard properties to make improvements to their rental properties. The program issues grants to owners of rental properties that are located within the city’s rental inspection area. Funding is provided through the CDBG program. 50% of the total amount of the improvements, or a maximum of $10,000, whichever is less, is provided to rental property owners on a matching basis only. Properties must have property maintenance code violations cited by the city, have Housing Quality Standards deficiencies, or include accessibility improvements. Grant requests for accessibility improvements are given the highest priority. Accessibility improvements may include, but are not limited to, installation of ramps, handrails, widening doors, lowering of cabinets and counters, lever style door hardware, accessible bathroom fixtures, retrofitting showers, installing grab bars, accessible thermostats, electrical switches and outlets, and improvements which would allow an individual in a wheelchair to move about the space.

Spot Blight Program

The LRHA began addressing individual blighted property in February 1999 through its Spot Blight Abatement Program. Section 36-19.5 of the Code of Virginia provides a mechanism for the local housing authority and local governing body to work collaboratively to identify single family and multi-family residential structures that are deteriorated and exert a detrimental influence on surrounding properties. The statute provides a process for the acquisition of the property in order to rehabilitate it. The Spot Blight Abatement Program provides the city with another avenue to address and assist with the enforcement of its housing codes. The City’s Inspections Department identifies numerous structures each year that do not comply with the City’s building or maintenance codes. 

A blighted property can exist in any area of the city. Typically, the only relief that adjoining property owners can expect from the City is code enforcement including an order for the owner to complete repairs. When the owner is unwilling or incapable of undertaking the repairs or when an owner is deceased or cannot be located, the property continues to be blight on surrounding properties. The primary benefit of the program is the improvement gained to the public health and safety within neighborhoods in which blighted properties are addressed. Ancillary benefits include preservation and renovation of certain structures of historical significance and an increase to the tax base of improved property. 

To date, over 300 blighted properties have been addressed through the program; over 150 homes have been rehabilitated by owners, 42 homes have been acquired by LRHA and 35 homes have been conveyed to new owners who have rehabbed them. The Spot Blight Program is funded through the Community Development Block Grant Program (CDBG) which is administered by the city. Each year City Council determines the allocation of CDBG funds for the program. 

Collaborative Efforts

 Authority works closely with various departments within the city including City Council, Community Development, Economic Development, Inspections, and Human Services. Other collaborating agencies and groups include Lynchburg Covenant Fellowship, Diamond Hill Neighborhood Watch, Habitat for Humanity, Lynchburg Community Action Group,  Friends of Tinbridge Hill, and Rush Lifetime Homes.
